Aiming High


Annual Goals

Aiming High districts and community partners are working together to substantially accelerate English learner achievement. The overarching goal is to increase the percentage of English learners scoring at or above proficient on the CSTs in language arts and math by three percentage points annually. Progress is measured at the school, district, and county levels, with the Educational Results Partnership providing the data for measuring success. Each participating district and partner agency has signed a resolution outlining their commitment and participated in the establishment of annual goals.


Goal 1: Mobilize district, agency, parent, and community participation in accelerating the academic achievement of English learners

  • SCOE will provide districts and local media with gap-closing progress reports.
  • Monthly parent outreach articles will be published in La Voz.
  • All partners will feature at least two articles in their internal or parent publications outlining the achievement gap, celebrating EL success, and/or soliciting community participation.
  • Partner agencies, working together with SCOE staff, will host a successful Early Learners Summit.
  • Weekly School Talk programs on Spanish-language radio stations will highlight information about schools and education.
  • Aiming High efforts will be linked to other initiatives with similar goals.

Goal 2: Mobilize efforts to address the learning gap

Districts and schools will...

  • Establish three goals for improving and supporting EL achievement, including specific strategies for achieving the goals. A list of requests by districts/schools for support will be submitted to SCOE and a “wish list” will be produced to facilitate the matching of school/district requests to agency resources.
  • Contribute to countywide efforts and consistently, actively participate on the Aiming High Steering Committee.
  • Address EL topics regularly in leadership meetings (e.g., student data analysis, intervention planning, and ELD program development).
  • Identify a set of EL strategies and/or curriculum and provide teachers with related professional development and support in the implementation.
  • Track, analyze, and report overall EL progress to all staff and governing boards.
  • Monitor individual EL student progress and provide services to address their needs.
  • Increase EL parent participation in ELAC and DELAC and other school-related activities.

Agency partners will...

  • Identify and successfully complete at least three goals in direct support of EL achievement and/or Aiming High efforts.
  • Participate in the development and distribution of a publication summarizing agency goals and resources.
  • Facilitate the matching of districts and schools with agencies, providing specific assistance and support based on district/school needs.
  • Contribute to countywide efforts and consistently participate on the Aiming High Steering Committee.
  • Conduct outreach to other community agencies and business partnerships in support of EL families and children.
