Facing staff reductions in tight budgetary times

Employees are the Sonoma County Office of Education’s most valuable resource. Great care has been taken in selecting staff, and every effort is made to retain them. Even so, there are times when layoffs or changes of assignment are unavoidable.

Most of the funding for SCOE programs comes from the state budget or district fees for services. Unfortunately, when there is a shortfall at the state level, layoffs are inevitable. We recognize that employees who could be affected by staff reductions have many questions, so we are providing answers to some basic FAQs.

Disaster service worker responsibilities

All SCOE employees are designated by state law to serve as “disaster service workers.” In the event of a declared emergency – fire, flood, earthquake, or other natural or man-made disaster – we may be assigned to perform activities that promote the protection of public health and safety or the preservation of lives and property. Joining us in this work will be the employees of all county, city, state, and public school districts.

Should you be called upon to act as a disaster service worker, your supervisor will assign specific duties to you that will assist SCOE in carrying out its responsibilities during a disaster. For example, if you work in a classroom, you may be required to stay with your students after the close of the school day to ensure their safety. Office employees may be asked to perform their assigned emergency team roles or to assist in other ways.

It’s also possible that your services may be needed outside of the schools and that, by law, you may be assigned to assist another government agency.

You will be paid for performing disaster service worker duties and cannot be held liable for actions taken while acting within the scope of your responsibilities. If you are injured while performing disaster services, a claim for workers compensation may be filed.

When hired, every SCOE employee signed an oath affirming their disaster service worker status. This legal document is kept on file in the Human Resources office.
