AB 430 Principal Training

The Principal Training Program, authorized by Assembly Bill 430, provides funding for professional development focused on building principals’ leadership skills and capacity to serve effectively in their critical and complex roles. The 160-hour program is divided into three modules, each with an institute followed by a practicum. The program is one of the options for earning a Professional Administrative Services Credential (PASC II, also called Tier 2). It also qualifies as professional development hours for administrators who need them.

The Sonoma County Office of Education, through CCSESA Region I, offers Modules 2 and 3. Module 1 is occasionally offered in Sonoma County by another provider, or participants may take the training at another location. The three modules are not sequential and may be completed in any order.

Funding: Districts may apply for state funding of $3,000 per participant to cover the cost of training for principals and vice principals. Other district administrators may enroll in the AB 430 program, but they do not qualify for reimbursement. District application for funding is submitted via the statewide Management System for Administrator Training (MSfAT) website. After the funding is approved, the district must return to the MSfAT site to register the administrators who are attending AB 430 training.

Program Completion: Please be aware that the Principal Training Program sunsets on September 1, 2013. Participants who begin the program in Fall 2011 must complete all requirements by September 1, 2013 and apply for the Tier II Administrative Services Credential (clear credential) no later than March 1, 2014.

Module 1

Leadership and Support of Student Instructional Programs
Module 1 includes a 40-hour institute and 40-hour practicum. To participate in this module, administrators must be overseeing the implementation of standards-based English/Language Arts and Mathematics textbooks that have been formally adopted by their district from the state-approved list. The institute familiarizes administrators with the instructional materials and provides in-depth training on how to implement instructional programs. Opportunities to observe modeled instruction, practice instructional delivery using adopted materials, and learn about related research are included. Note that Module 1 is not offered in Sonoma County for all instructional programs, but SCOE staff are available to assist participants in selecting an appropriate provider at an alternate location.

In June 2012, a Module 1 training focused on enVision Math from Pearson Scott Foresman/Addison Wesley is being offered.

Module 2

Leadership and Management for Instructional Improvement
This 20-hour institute and 20-hour practicum focuses on the leadership and knowledge necessary to align monetary and human resources to priorities and support for instructional effectiveness leading to improved student achievement. Four areas of focus include: Vision and Culture, Knowledge and Data Management, Fiscal Management, and People and Performance. The practicum provides opportunities to individualize learning based on participant and/or district needs.

Module 2 training will be offered in Sonoma County in Fall 2011, meeting on the following dates: September 14, October 17, November 29, and December 14. Note that payment by credit card, purchase order, or check is due within 10 days of registering online.

Module 3

Instructional Technology to Improve Pupil Performance
This module focuses on technology applications that link and support Modules 1 and 2 and serve a key role in systemwide improvements. The 20-hour institute includes instruction in the use of technology to improve student achievement and guide decision-making. The 20-hour practicum can be designed to meet the needs of individual administrators and includes such options as using electronic resources to promote a school's Single School Plan, protocols and processes for examining student achievement data, and developing a state-of-the-school report.

Module 3 training will be offered in Sonoma County in 2012, with two scheduled meeting sessions – February 2 and March 8, 2012. Note that payment by credit card, purchase order, or check is due within 10 days of registering online.
