Program Improvement

Federal law requires that all students meet proficiency in Reading-Language Arts and Mathematics by the year 2014. Students must be tested, and schools must achieve an Adequate Yearly Progress (AYP) target. Each significant student population group within the school must also meet the current year’s AYP target.

Title I schools and districts not achieving AYP for two consecutive years in the same content area or student subgroup category are identified for Program Improvement (PI) and have a variety associated requirements they must meet. Program Improvement schools and districts are responsible for implementing specific federal and state requirements during each year that they are in PI. These vary, based on the PI year and whether the entity is a school or district.


SCOE provides support and technical assistance to schools and districts in Program Improvement. These services are coordinated with the Regional System of District & School Support (RSDSS) that is available to Sonoma County schools.

Regional System of District & School Support
The Regional System of District & School Support (RSDSS) is part of a statewide initiative to offer intensive and sustained technical assistance to districts and schools in Program Improvement. This support system delivers and brokers resources to increase the opportunity for all students to meet state standards. RSDSS offers Program Improvement schools and districts technical assistance to conduct needs assessments, write improvement plans, and improve instructional programs.
