Non-Public School Program
Through Senate Bill 1108 funding accessed through SELPA, SCOE administers and funds education services for students who are wards or dependents of the court or who are otherwise placed in Sonoma County licensed children’s homes and require a non-public school program to meet the free and appropriate education guidelines outlined in their IEPs. These licensed children’s home placements may be made by non-educational public agencies such as regional centers, state adoption assistance programs, or county departments throughout California. Students placed by Sonoma County Mental Health and IEP teams via the AB 3632, Chapter 26.5 process are not eligible for this program.
This program is operated on behalf of local school districts as specified in the SELPA Local Plan. A student’s educational program may be supplemented by related services (counseling, vocational education training, occupational therapy, speech and language services, etc.) as indicated on his/her IEP.
The SB 933 Countywide Foster Youth Grant is also coordinated by this department to provide supplemental services to the foster youth of Sonoma County. Services commonly include retrieval of school records, transcripts, and special education files, including IEPs.
School Placement for Foster Youth (AB 490)
In accordance with Assembly Bill 490, Sonoma County has established procedures and forms to ensure that students in foster care obtain stable and appropriate school placements. Local educators, county agencies, and community organizations met for more than two years to develop these processes and tools, which are specified in the AB 490 Agreement for Foster Youth Placement (pdf).
