Presenter

Carl D. Corbin, General Counsel for School and College Legal Services of California, provides legal consultation and representation to education-related organizations throughout Northern California. Mr. Corbin has previously been a school counselor, school psychologist, licensed education psychologist, and a nationally certified school psychologist. Mr. Corbin’s areas of expertise include issues related to Special Education, Section 504, students and parents, student discipline, and certificated and classified personnel.

John D. Laughlin, Associate Superintendent of Human Resource Services for the Sonoma County Office of Education, oversees recruitment, hiring, personnel management of all SCOE certificated and classified staff, and countywide credentialing services; and provides supervision and oversight to the North Coast Teacher Induction Program. Mr. Laughlin previously led the SCOE Special Education Services Department after several years of service with the Cotati-Rohnert Park Unified School District and the Contra Costa County Office of Education.
