NOTIFICATION OF 2014–2015 ENGLISH LEARNER FOR FOUR YEARS OR MORE DATA FILE

Data files are now available through CALPADS that identify EL students who are are at risk of becoming Long Term English Learners. This information may be extremely helpful as schools strive to support students EL students in becoming proficient in English. Contact your LEA’s CALPADS Administrator for assistance in accessing the data.

NOTIFICATION OF 2014–2015 ENGLISH LEARNER FOR FOUR YEARS OR MORE DATA FILE

A a new data file is available that identifies English learner (EL) students in your district who

  • were reported as enrolled in CALPADS on the Census Day (October 1, 2014) and
  • have been English learners for four or more years on that day.

This data is being provided to you in lieu of long-term English learners (LTELs) and students “at-risk” of becoming LTELs, specified in California Education Code (EC) 313.2. Since the English-language arts (ELA) Standards-based achievement test or any successor test results were not available for determining if a student was LTEL or At-Risk for 2014-2015, a simplified data file is being made available to you which includes students that have been English learners for four or more years. Your local educational agency (LEA) CALPADS Administrator is able to download this report.

Addressing the Needs of English Learner Students

If your schools do not already have their own methods for identifying and addressing the needs of these students, teachers and staff of the students identified may find this data helpful. Schools may use this information when considering how to meet the specific needs of these students in order to more effectively assist them in being reclassified as fluent English proficient. There are multiple reasons why students remain ELs for four or more years, so one solution will not apply to all of these students.Some students may still need to meet proficiency in English, while other students may need assistance in other academic courses to meet local reclassification criteria. Some ELs may also be identified as having a disability for which services or strategies may be identified in their individualized education program (IEP). Some students may already meet the local reclassification criteria and are in the process of being reclassified. The data file will contain all EL students who were first enrolled in a U.S. school four or more years ago, and are in grades three through twelve or ungraded secondary.

If you are unable to locate your LEA CALPADS Administrator, please contact the CALPADS Service Desk for assistance through one of the options below:

LTEL and At-Risk Student data for 2015-2016

The 2015-2016 LTEL and At-risk student data file was scheduled to be released in the early summer time period and will use the revised Education Code definitions in EC 313.2 to determine LTEL and At-risk students. The 2015-2016 data will also use the CAASPP test results to replace the previously used CST-ELA test results.

Please also note that aggregate school-, district-, and state-level reports containing LTEL and At-risk data will be posted online on the CDE’s DataQuest public data reporting website as required by EC 313.2 beginning with 2015-2016 data.
