2017-18 CARS Spring Release

The Consolidated Application and Reporting System (CARS) is on scheduled for release on Monday, May 15, 2017. All data collections will have a deadline date of June 30, 2017.

Due to the transition year from No Child Left Behind (NCLB) to Every Student Succeeds Act (ESSA) there are a significant number of changes in this release.  

  •  2015-16 Title I, Part D Fiscal Year Expenditure, 24 Months-New data collection
  • 2016-17 Title I, Part D Fiscal Year Expenditure, 12 Months-New data collection
  •  2016-17 Title I, Part A School Program Improvement Activities- Removed all student counts related to Choice/SES, only displays to local educational agencies (LEAs) with one or more funded schools in program improvement (PI) Year 3, 4, or 5
  •  2016-17 Title II, Part A Fiscal Year Expenditure Report, 12 Months-Added Unspent Funds calculated display element
  • 2016-17 Title III, Part A Immigrant Nonprofit Private School Students Served-New data collection
  •  2017-18 Certification of Assurances-Removed all reference to LEA Plan
  •  2017-18 Application for Funding-Title I, Part D only displays to LEAs on eligibility list, participation references to Title VI changed to Title V; new eligibility lists allow eligible LEA to choose to apply for Title V, Part B Subpart 1 Small, Rural School Achievement Grant or Title V, Part B Subpart 2 Rural and Low-Income Grant
  •  2017-18 School Student Counts Projected- Change in low-income measures; removed CalWORKs and added Social Security Insurance (SSI)
  •  2017-18 Nonprofit Private School Consultation-New data collection
  • 2017-18 Other ESEA Nonprofit Private School Participation-School grid is determined by Nonprofit Private School Consultation results
  •  2017-18 Title I, Part A Nonprofit Private School Participation-School grid is determined by Nonprofit Private School Consultation results
  •  2017-18 Title I, Part A Planned School Allocations-New exception code: k- using EIA/SCE carryover funds, changed definition of a small district – removed single school per grade span, removed exception code: c – Funded by other allowable sources, eligible schools include high schools with a low-income percentage equal to or greater than 50 percent.
  •  2017-18 Title III, Part A Immigrant Student Program Subgrant Budget-New data collection
  •  2017-18 Title III, Part A English Learner Student Program Subgrant Budget-New data collection

California Longitudinal Pupil Achievement Data System Data Dependency on CARS for School Title I Program Status

The California Longitudinal Pupil Achievement Data System (CALPADS) End of Year 2 (EOY2) data collection is dependent on data that LEAs certify in the CARS Title I, Part A Notification of Authorization of Schoolwide Program (SWP) data collection.

If the LEA has not already certified their 2016-17 Title I, Part A Notification of Authorization of SWP school data, CALPADS will consider all schools in the district as target assistance (TAS). The TAS/SWP status in CALPADS cannot be updated until the LEA has certified the data in CARS.
