New Format for ISD Newspage

The boxes on the left side of the ISD Newspage have been updated and reorganized. Here's how the boxes are now organized:
- Forms
- SCOE forms that you fill out when neccesary
- Guides, Memos, Policies, and Procedures
- These are documents that will help guide your work or inform you on how to use SCOE forms
- Some of these items are ESS-specific, and others are SCOE-wide
- Items within this box will have one of those headings (guides/memos/policy/procedure) before the title of the document. For example: Procedure: Event Planning
- Org Charts
- Various org charts relevant to ESS
